Transparency at the UIB

Transparency is one of the fundamental principles underpinning public authorities and their activities within democratic societies. The principle was enshrined in law in Spain through Act 19/2013 of 9th December on Transparency, Access to Public Information and Good Governance. The act requires public administrations make the necessary information publicly available to ensure citizens can participate in public affairs and hold administrations accountable.

In this sense, transparency is a duty for public administrations and a right for citizens:

Duties of Public Administrations:

  • Voluntarily circulating all relevant information they hold in order to ensure transparency in all public activities (active publicity duty)
  • Ensuring all information produced or obtained in the exercise of their duties is accessible (duty to guarantee the right of access to public information).

Citizens' Rights:

  • Being truthfully and objectively informed by public administration
  • Requesting any public information they deem relevant, in accordance with the limitations established by law.

With a view to ensuring compliance with active publicity obligations, whilst fostering and guaranteeing the public are able to exercise their right to access public information, the University of the Balearic Islands has set up the UIB Transparency Portal as the main gateway to consult institutional data.
